HBF/Glenigan Housing Pipeline Q2 2017

Planning permissions remain firm during 2017 Q2

The residential development pipeline remains strong, despite a slight cooling during the second quarter of 2017 after the rapid growth seen during the preceding six months, according to the latest HBF / Glenignan Housing Pipleine Report. The number of units approved during the quarter was 14% down on the first quarter of 2017, but were still 13% ahead of the same period last year. The year on year rise was driven by a 13% increase in the number of private housing units approved and a 44% rise in social housing units approved. Overall the number of residential units approved during the first six months is 22% higher than during the first half of 2016.

Glenigan recorded the approval of around 84,900 residential units during the second quarter of 2017: Housing schemes of ten or more units accounted for 73,700 approved units; the remainder being on smaller new build projects including self-build schemes, homes included within non-residential projects and the conversion of non-residential properties.

  • ‘Permissions’ are measured when the first ‘reserve matter’ attached to the consent is approved. Before an ‘implentable’ permissions is granted that allows work to start on site, a planning obligations (S106) agreement will almost always have to be agreed and signed and all pre-commencement planning conditions attached to the permission have to be discharged. Some permissions will have up to 100 conditions attached.
