Lagan Specialist Contracting Group is a leading privately-owned Belfast-based contractor with a wide range of contracts across the airport, roads and building sectors.

The company has its origins in a business founded in 1962 by Peter Lagan and the company has grown through acquisitions. Today, Lagan Specialist Contracting operates through offices in Belfast, Lisburn, Limerick, Dublin, Cork, Manchester, Warrington, Glasgow and Livingston in Scotland. It also has offices in Washington DC and Dubai. Kevin Anthony Lagan became CEO of the group in 2017.

The company operates through divisions covering: civil engineering (Charles Brand, a name which was revived in 2019), Construction ( H & J Martin), plant hire (FKL Plant), Lagan Aviation & Infrastructure, Lagan Operations & Maintenance, Lagan Airport Maintenance, M & E, (Lagan MEICA), housebuilding (Rosemount Homes), Lagan Construction Materials, Plant hire & foundations (FK Lowry) and property development (Clonrose Developments).

Flagship projects where H & J Martin Construction has worked on include Belfast’s City Hall, Grand Opera House, the Slieve Donard Resort, Co. Down and Dublin’s Arnott’s department store.

In recent years, the group has benefitted from long term client relationships and major road schemes in Ireland and Scotland, airport projects in the UK and North America and significant contracts in the energy and marine sectors.

A key milestone was reached in late 2022 when the group”s FK Lowry business installed the final pile on the £200M Belfast Transport Hub Project; a jv between Farrans and Sacyr.

The group has a strong position in the airports sector. In recent years it has worked at Dublin Airport with jv partner Clare Civil and at RAF Marham with Galliford Try and has completed projects at Heathrow, London City Airport, RAF Akrotiri and RAF Gibraltar.

Today, the company is working on a pilot project for hydrogen production with NI Water at Kinnegar which could be a key source of green power for transport and industry.

A statement of incorporation for Lagan Specialist Contracting Group Holdings Ltd was filed at Companies House on 8th February 2022. No figures appear to be available for Lagan Specialist Contracting Group to date. A registration of charge was created on 3rd February 2023. The results for Lagan Aviation & Infrastructure Ltd. show that the company made a pre-tax profit of £1.3 million on a turnover of £30.9 million in the six months to end-March 2022. Results for Charles Brand Ltd. showed that it made a pre-tax of £1.2 million on a turnover of £34.8 million in the year to end-March 2022 and that it had a ”robust” order book.

Roads & Infrastructure

Lagan has a strong track record in the roads sector, working as the main contractor on traditional schemes or as a partner on larger design and construct projects, including frameworks and PPPs. Over the past decade or so, the company has delivered 500km of new roads throughout Ireland, the UK, Jamaica and Puerto Rico.

Charles Brand is currently working on the £17 million Belfast Tidal Flood Alleviation Scheme which involves almost 9km of flood defences on a scheme where it is working with RPS and scheme designer, Atkins. Charles Brand has also worked on a major landmark project in the province, the Lagan Gateway Project in Belfast, a new cycle bridge some 39 metres long.

During 2022, Charles Brand and its partners, Rhomberg Sersa UK won an active list position on the Translink FW073 Civil Engineering Contractors Framework which will involve delivering maintenance and capital works projects across Northern Ireland Railways infrastructure.

Charles Brand is also working for NI Water to deliver the £1.2bn IF106 Major Project Partnership Framework involving large, capital works projects (over £10m)  on water and wastewater infrastructure across the province. The framwork started in 2022 and runs for an initial four-year period and with the option to extend.

In the telecoms sector, Charles Brand has delivered superfast broadband infrastructure to around 50 000 homes and businesses across Northern Ireland.

In autumn 2020, Charles Brand won a contract to deliver highways work for HS2 Phase One, working for the Align JV. Brand is delivering highways works near Denham, to support the construction of the Colne Valley viaduct.

In recent years, the group”s FK Piling arm also worked on a £2.7 million contract for ground engineering for the BAM Nuttall, Morgan Sindall and Balfour Beatty jv which is building the West section of the Thames Tideway tunnel.  

Airports

The firm has wide experience in the growing market for airport infrastructure and has the engineering skills and technologies to deliver airside and landside support facilities. Major projects have included Ronald Regan airport in Washington, the redevelopment of Lungi Airport in Sierra Leone and a redevelopment of MOD Boscombe Down. Lagan Construction International has also worked on taxiway contracts at Heathrow Airport with Ferrovial Agroman and Morgan Sindall.

In autumn 2020, work restarted at Dublin Airport North Apron Project, where Brand is working as a subcontractor to Clare Civil on widespread concrete repairs.

The Defence Infrastructure Organisation awarded a £23 million contract to Lagan Aviation & Infrastructure in late 2018 to resurface the runway at RAF Northolt.  

Building

In late 2022, H&J Martin won a contract with the Royal College of Nursing working with its Belfast office on areas such as management and the operation of M&E services, including planned preventative maintenance.

Also in autumn 2022, H&J Martin secured a position on an all-Ireland fit out and repair works framework for bookseller Waterstones. The firm has also recently been appointed to a general small construction/ maintenance framework with Cavan and Monaghan Education and Training Board and on the main contractor national framework agreement for Puregym. 

Early in 2021, H&J Martin was re-awarded the FM contract for the Procurement and Logistic Service (PaLS) covering 18 buildings, supporting the NI health and social care sector abd providing  a full reactive, planned and minor works service.

On frameworks, H&J Martin has a place on the Crescent Purchasing Consortium Minor Works Framework in the education sector involving minor works up to a value of £500,000 in what are key markets for the firm in Northern Ireland, Scotland, Yorkshire & Humber, East Midlands, North East and the North West. The firm also has a term service contract for building maintenance, planned/preventative and minor building works for the Northern Ireland Fire & Rescue Service. 

The company has a strong market postition with retailers. In late 2020, H&J Martin won the hard FM contract for Nike”s five stores across Ireland. H&J Martin Asset Management Services also has a three year contract with IKEA UK.

Glenigan Data

Data from Glenigan reflects the good mix of work Lagan Specialist Contracting Group. The group”s is the civils contractor on the £17.85 million Belfast Flood Alleviation Scheme where the main works are underway and set to run until early 2024 (Project ID: 19270407). Glenigan data also shows that Lagan has recently won a civils contract on the £4.5 million Campbeltown Airport Runway Rehabilitation project in Strathclyde where work is set to complete in autumn 2023 (Project ID: 21212319). Meanwhile, Charles Brand is also a civils contractor on the £1.3 billion HS2 Chiltern & Colne Valley tunnels and viaduct scheme which is currently underway and where work is set to run up to 2027 (Project ID: 17259576).

Winning work with Lagan Specialist Contracting Group

Lagan Specialist Contracting is continually looking at ways to improve its supply chain and seek new subcontractors and suppliers. The company likes to build relationships and work with local supply chains, where possible.

The group uses Constructionline to manage its supply chain management processes in the UK. Suppliers must hold a valid Constructionline registration.
