Eurovia UK is a specialist highways contractor with the largest UK maintenance portfolio in the sector covering some 50,000 km of roads, including DBFO motorways along with trunk and local authority roads.

The company trades through the Ringway brand for its Term Services highways business and is part of the French construction company Vinci Group. Eurovia UK had a turnover of just under £850 million in 2021 and an order book worth £1.1 billion, rising to over £2 billion if possible extensions to long term contracts are included.   

As well as National Highways, the group works widely for numerous local authorities including the county councils in Worcestershire, Milton Keynes, the Isle of Wight and the London Borough of Hounslow. Ringway has two key National Highways maintenance and response contracts covering the South West (let in 2017) and the East region (let 2019) which both run for 15 years.

In 2021, Ringway started operating the central area of Transport for London”s strategic red routes under a framework contract. Other key recent wins include new contracts on Surrey County Council Highways Maintenance and on National Highways’ Scheme Delivery Framework.

Based in Horsham in West Sussex, the firm puts an emphasis on working with local communities and employs around 2,900 people. The company supports the trend towards the use of long-term framework contracts which have enabled it to increasingly adopt an Early Contractor approach.

In late September 2022, Eurovia UK chief executive Scott Wardrop said the group’s order book gave it a strong position in the current economic climate and the company anticipated an increased number of opportunities across the sector.

Ringway Gloucestershire played a key role in preparing the county”s roads for the Tour of Britain bike race in 2022.

Eurovia UK put in a strong performance in 2021 with growth driven by its team services business providing key highways services. Group revenues (including shares of joint ventures) in the year to December 2021 rose by 7.2% to £839 million, up from £782 million previously and pre-tax profit rose by to £26.9 million, up from £21.3 million previously. The pre-tax profit margin stood at 3.2%. Meanwhile, the group’s cash balances stood at a healthy £128.6 million.

Operations

Eurovia UK operates through four key sectors:

Term Services –  which uses the Ringway brand and works on road and highway asset and network management and provides operate and maintenance services. It includes PFI operating companies in Hounslow and the Isle of Wight and a jv with Balfour Beatty on the A30/A35 DBFO.

Contracting – which involves road and airfield contracting and ashphalt businesses using the Eurovia brand and working through various companies including Eurovia Surfacing; Eurovia Contracting -South; Eurovia Contracting-North and SWH Contracting, covering the South West.

The group also has a production & specialist contracting business under the Eurovia brands providing surface dressing, roadstone and PolyBitumens. It also has various jv and joint operation companies: BEAR Scotland, providing road infrastructure services; Ringway Jacobs, providing highway infrastructure services in England; North Kent Roadstone and Wight Building Materials.

Glenigan data reflects the busy work programme in hand at Eurovia UK. It shows that Ringway Infrastructure Services is the structural consultant and civils contractor on a £30 million Highways Maintenance Contract for Surrey County Council around Kingston on Thames where work is due to start in spring 2023 (Project ID: 19432488). Meanwhile Ringway Jacobs is the structural consultant on an £8.6 million programme of road improvements at jct.8 of the M11 near Bishops Stortford for Essex County Council where work started in summer 2022 (Project ID: 18394428).

Conclusion: A significant long term player in a key infrastructure sector

Eurovia UK – also trading as Ringway – is a significant player in the highways infrastructure sector. Having largely maintained its operations during Covid, the group benefits from strong relationships with National Highways and with a growing number of local authorities. It appears to be well-placed to benefit from the significant investment underway in maintaining and upgrading the road network. The government’s ambitious plans on infrastructure spending – its October 2021 spending plan included  £2.7 billion for local highways maintenance funding – may be reined as pressure mounts to find public spending savings. But with a £1.1 order book and the prospect of more long term framework contracts, Eurovia looks well-placed to ride out tougher economic times.
